My measure, consistently applied for 20 years, has been % of salaries and
wages. That's the only way I can see to fairly measure "how much work"
with the data at hand. And I ask for department head confirmation of the
PI's word.
Our "off campus" definition has the additional requirement that "rent is
directly allocated to the project". No rent, no off-campus. BUT note,
allocated to the "project", not to the sponsor's budget. A project
conducted in someone else's facilities can have the rent (often evaluated
as A-110 suggests for third party contributions) as third party cost sharing.
