How do others define Off Campus IC rates?  If a PI states "more than 50% of
the work will be done off campus", do you just accept that as reality?  Do
you ever try to verify how much will be done off campus?  Do you ever wonder
if "off campus" is being abused?

Have you ever read a budget justification and for the life of you not been
able to figure out just WHY they are doing the work "off campus"?  Do you
ask faculty to explain what they need for the work that your campus doesn't
provide?  Do you get a satisfactory answer?
