I agree with Rebecca.

While Ms. Lin is correct, the point is that the NCE is extending the budget
period
and that progress reports are due at the end of the budget period. For
example,
if you are extending the fifth year of a grant by 12 months, the last
budget period
is now 24 months long.

We've processed a lot of NCE under expanded authorities and I'm aware of only
one request - out of NIGMS - for a progress report. We complied because it is
NIH's right to request a progress report at any time they wish - but not
because
it was part of the normal NCE process.

My two cents on the issue!

I posed this same question to NIH/NIMH last week. This is the email
response I received this morning from Jane Z. Lin, Grants Management
Specialist: "An annual progress report is due at the end of every
budget period, regardless whether the grant is being extended (Title 45
part 75 of the Code of Federal Regulations). However, if extended, the
FINAL PROGRESS REPORT, THE FINANCIAL STATUS REPORT AND FINAL INVENTION
STATEMENT must be submitted within 90 days of the expiration date of the
project".

Based on the above, I will send notification to the grants officer we
are exercising our right under expanded authorities to extend the grant
and the PI will send in an annual progress report.

Subject: [RESADM-L] Progress Report on No cost Extension

Hello -

Just looking for verification -

On a no-cost-extension of an NIH R01 (under expanded authorities), the
final progress report is delayed until the new end date.

This means that at the end of the original project period (before the
extension) no progress report is to be submitted to the NIH, just the
request for no-cost extension.

Is this correct?

Thanks,

Alex
