We have not developed a question asking program.  What we have done is
put on our website the following documents:

- a NIH modeled spreadsheet;
- a NSF modeled spreadsheet;
- a set of guidelines that provides a pretty thorough review of the
various budget categories, including an explanation of what generally
may be included within them.

I don't know much about computer programming so I may be way off base,
but in my ignorance I suspect that a program like you are describing
would be pretty difficult to construct so as to cover most of the common
issues and meet the budget guidelines of various funding agencies.

PIs questions that would result in the creation of a proposal budget for
