I have a question regarding effort reporting for faculty members who are
over the salary cap.  Here is the senario (totally made up): The faculty
member's base salary is $200,000.  The faculty will devote 20% of time to
the grant.

171,900*.20 = $34,380.00 allowed on grant
$34,380/200,000 = 17% effort of base salary

With a salary cap of 171,900, would the faculty report 17% effort or 20%
effort?

I'm thinking the amount over the cap is paid by the Institution without
recourse, so the amount of effort is still 20% on the grant.  Since the
effort doesn't tie back to actual salary paid to the grant, does this
present a problem?
