shipping blood and tissue from Nigeria

Hello, colleagues,
I am in need of some assistance and hope that one or more of you will have the answers. I am helping a physician-researcher with a proposal requiring the shipment of coded blood and tissue samples from Nigeria to both Israel and the United States for laboratory testing. Can anyone tell me what I need to do in terms of permits, packaging, labeling, etc? I want to be sure that the procedures in the proposal reflect accurately what will happen on the ground and that the budget takes into consideration any added costs of special permits, packaging requirements or any other related items.
