I also don't agree.  You could have a person in your office for ten years who started as an assistant who is more qualified than a person with any advanced degree.  This is especially true if the person is promoted to Asst. Dir in the same organization.  The individual would know the ins and outs of the organization and would presumably have gained the respect of the constituents.  The people who may be most upset by such a promotion are the people with advanced degrees who this person now supervises.

yes, the degree is absolutely necessary in an academic environment, and, even
though the position is assistant director, i'd put the minimum at a master's.
furthermore, i'd want to see 8-10 years experience in steadily more responsible
research admin positions, with supervisory experience as well as experience in
the specific areas for which this person will have responsibilties.
