At VCU we assign a new number for each transaction as you do, but also
"flag" what we call "full proposals", which include new, annual
non-competitive renewals, minority supplements, etc.  Work load in the
office is most closely tied to transactions, whereas only "count the new $"
actions are counted for other purposes.
