I think that's the bill it is attached to, but it applies to all federal grants. The story I heard at the time -- maybe apocryphal -- is that Senator Stevens worked hard to get some pork for his constituency, but when he drove past the construction site, the signage made it look like a local official -- from the other party no less! -- got all the credit, so he returned to Washington and put this amendment into the next appropriations bill through his committee. Legislation, like sausage, is not a process for the queemish to watch!
