Eleanor,

I would ask the assigned Grants Management Specialist at the NIH
institute handling the grant to be transferred this question. You should
be able to get the contact information from the institution originally
receiving the award.

My recent experience with the process (which was transferring an NIH
award on the anniversary date of the project) consisted of transferring
future years and transferring a relinquished amount. The future years
were awarded at our institutions F&A rate, for the amount relinquished
we had to back out our F&A rate.
