We have been successful in submitting a number of DOE proposals under
the IIPS.  It is truly painful.  You can contact Pat Hatcher
(xxxxxx@gwm.sc.edu ) of my office for details.  It seems that every
announcement has different instructions on how they want the proposal
submitted.

U.S.
Dept of Energy?     Did you find it as difficult as I am?

 I'd like to hear from someone who successfully navigated their
system because the help-desk doesn't seem interested in responding.
