Hi Judy,
I disagree that the university should get the benefits.
1.) travel was on a NIDA grant (not university funds)
2.) travelers were inconvenienced by the overbooking not institution nor
agency making the award.
If you have ever been inconvenienced by a situation for which $300 in
vouchers were given you will understand that it is a totally personal
experience and no employer or agency deserves the vouchers more than the
person who travelled.
