I am sure we all have opinions on this very interesting question. What we
need is a citation of Federal regulations as they apply. Perhaps the
institution's own standard practice guide has a policy on this. I look
forward to an official answer. If we are not careful, we will all need to
be turning our complementary airline peanuts into our CFO.
