Here is an excerpt from a recent NSF award

F.L. 26, "Administration of NSF Conference or Group Travel Award Grant
Special Conditions," dated 07/02.

Federal employees may serve as lecturers or staff members on a project  and
may receive compensation and/or expenses if they obtain prior approval from
their agencies to participate, and if services to the project are performed
outside their regular working hours or while they are on leave status from
official duties.  Under no circumstances may NSF employees receive
compensation from an NSF-supported project.

Good Afternoon,

It is my understanding that we cannot use Federal contract or grant funds to
pay (as a fee or honorarium) or reimburse (travel costs) a Federal employee
(regardless of which Federal agency the employee belongs to and which
Federal agency is funding the award) to attend a conference, present a
seminar, consult, etc.

Am I correct? Partially correct?
