At VCU we generally do not allow transfer of "discretionary" funds; at
least we cast a very jaundiced eye upon them.  Why?  Because all too often
those are funds that come from a fixed price budget, and that PI has
"bootlegged" the work elsewhere just to leave "surplus" funds in that
account.  Or the funds are for a departmental goal left in that person's
name.  But if the chair and dean agree, we will release them.  Get academic
management to make the decision (if the funds are not restricted); they are
close to the situation and know if the funds are truly discretionary, and
then you are not the bad guy.
