The terminology is okay.  But, you are correct in saying that we "recover" F&A costs.  The distribution of the "recovered" costs was the question, and most answered (appropriately) that a formula exists on the
respective campuses that "returns" a portion of the "recovered" funds directly to the people and projects on campus most likely to have generated the costs.  F&A is collected in arrears.  It is not a tax or reward.
