Ms. Messer,

Humble apologies for my late response.  In any event, we would probably be
counted under #3 below.

The University of Minnesota utilizes the following "Off-Campus" Definition
for sponsored agreements:
"A project is considered off-campus if more than 50% of the direct salaries
and wages of University personnel engaged on the project are incurred at a
site neither owned nor leased by the University."

This was approved by cognizant federal agency staff during our last F&A Rate
negotiation.
