In our discussions about what makes a successful proposal, I agree with Charlie Hathaway: good proposal development services in pre-award add a tremendous amount to success. However, I'd go further and include post-award: good stewardship contributes to the funding source's willingness to fund the institution and the PI again. These things are tough, but not impossible, to measure.
