No,  we are philosophically opposed to rewarding late-comers with expedited
proposal approval.  Having said that, though, we all know that PI's have wildly
different lead-times on different kinds of opportunities.  So, we have just this
month instituted an Intent to Submit program.  So far, (4 weeks down the road)
it is working and we have proposals projected on our Proposal Calendar out into
April.

Yes.  But to be completely truthful about this, the exact reason for terminating
the internal clearance procedures was that some specific aspect of clearance
could not be accomplished in time.  In a couple other cases the budgets
submitted could not be straightened out or made consistent with the thrust of
the narrative  in the time remaining (and probably could have had the dudes come
in a week earlier).   In the most recent case, the problem was getting approval
of a college committee on cost-sharing commitments.  The PI understood quite
clearly that he had missed his window and whose fault it was.  I have published
to the faculty that if we do not have a timely Intent to Submit that allows us
to deploy our personnel resources appropriately, we are going home at five,
whether the proposal is approved or not.   We will work with the courteous first
and as long into the evening as it takes (within reason) but the discourteous
get only the remaining time until the normal end of the day.
