Has anyone instituted a system that "rewards" faculty for their research
productivity?  It is clear that A-21 does not allow extra compensation to
the faculty above their institutional base salary, but the question has been
posed that bonuses or the use of residual balances might be acceptable.
Does anyone have a policy that might address this?
