It is allowed to charge F & A up to the amount of your DHHS Negotiated Rate, but since most of those rates are 50% and up, they will never be paid by industry sponsors.
The rates of 20 - 30 % are usually based upon what the industry will reimburse. Most sponsors will allow 25%, some rare ones 30%. These rates probably don't fully cover the overhead involved in the clinical trials.
