It is my understanding that the only way the base salary can be increased (other than at regular salary review time) is if the "100%" effort represented, say, 20 hrs/wk, and then new grant brought that "100%" up to, say, 40 hrs per week. (Notice how carefully I say that -- in other words he had a half-time job, and added another half-time job.)
