Hello Everyone,

I have been told by two people from the Department of State's Office of
Defense Trade Controls (they deal with ITAR regs) that even if a person has
a green card if they are from an embargoed country and their research can
be found on the U.S. Munitions List ( in this case, missile technology),
that person should not be allowed to work on the project.  It is my
understanding from the regs (22 CFR 120.15) that a person with a "green
card" is a lawful permanent resident, so their stance seems to be in
conflict with the regulation.

Have any of you dealt with this situation?  Is there another regulation
that would clarify this?  We may have to pull a PI off a project, so I
would appreciate hearing back from you quickly!
