don't complain - they pay less when the new rate goes up. It should all wash
in the end.

According to A-21 section G7 negotiated rates for F&A costs in effect at
the time of the initial award throughout the life of the sponsored
agreement shall be used. "Life" means each competitive segment of a
project.
My question is: Does this hold true even if a rate goes down. It seems to
make sense when the rate goes up, but when it goes down, the government
will end up paying more.
