NIH also has several cooperative agreement programs which require that a
minority-serving institution and a research intensive institution prepare
parallel applications which are submitted and reviewed as a single
application, but result in separate awards. Other than that, NIH expects
collaborative projects to take the form of consortia, i.e., a single award
to a single applicant organization which subcontracts with collaborators.

Lori,
The only time I know that they do this is in their Fogarty awards, which
according to the program, sometimes will separate the budgets of the U.S.
institution and the foreign one, and provide the $$ separately.  That is
the only instance of which I am aware.
