We are interested in submitting an NSF proposal.  However, as a small institution, we do not have the capability of submitting it electronically.  In reviewing proposal information, we apparently can submit a proposal via a paper copy with advance approval to do so in "accordance with GPG Chapter 11, Section A, Conformance with Instructions for Proposal Preparation".

Can anyone link me to these instructions or tell me who to contact to request them?
