Subcontractor F&A on Training Grant

We are the lead institution on a newly awarded US Dept of Ed Training
Grant. At the time of the proposal, the F&A was inadvertently omitted
from the budgets for the 3 subgrants. We wish to add the 8% F&A to
their budgets but we are not in agreement about how best to do it. Your
advice would be appreciated.
Should we share the 8% built into the overall budget 4 ways or should we
revise the budget and find the 8% for the other 3 institutions from
other areas of the budget? Our question arose, in part, because several
of us are reading EDGAR differently. We cannot agree on whether building
F&A into the subgrant budgets in addition to the F&A on the overall
budget is permissible.
