We have $3/.5 - $4 million in federal grants. Our F&A rate is 38% of salaries, wages, and fringe benefits. DHHS offered us a choice between that and 19% MTDC. I looked at all our accounts and determined switching to the MTDC rate would have lost us $20,000/yr in the previous year, so I reluctantly told our financial person that we would stay with the S&W rate. This means that personnel-heavy grants usually have unhappy PI's and PI's of grants with little or no personnel are quite pleased. I suspect that these low rates are primarily because we are a PUI and the university doesn't owe on its buildings. For those of you who realize that these are low rates, be assured that our faculty members are just as vocal in their unhappiness with our "outrageously high" rates as your faculty members are with yours.
