We have $3/.5 - $4 million in federal grants. Our F&A rate is 38% of
salaries, wages, and fringe benefits. DHHS offered us a choice between
that and 19% MTDC.
I looked at all our accounts and determined switching to the MTDC rate
would have lost us $20,000/yr in the previous year, so I reluctantly
told our financial person that we would stay with the S&W rate. This
means that personnel-heavy grants usually have unhappy PI's and PI's of
grants with little or no personnel are quite pleased.
I suspect that these low rates are primarily because we are a PUI and
the university doesn't owe on its buildings. For those of you who
realize that these are low rates, be assured that our faculty members
are just as vocal in their unhappiness with our "outrageously high"
rates as your faculty members are with yours.

I am currently working on our F&A (Indirect Cost) Proposal to go to DHHS
the end of this month. I would like to be able to show comparisons when
the negotiations start.
Is there anyone out there that is at what OMB calls a Small Institution
(under $10 million in a fiscal year, Section H, 1, a), who would be
willing to share your current negotiated/approved F&A rate with us?
And, would you also be willing to share you sponsored funding totals?
Thanks in advance to anyone who can take the time to respond. It will
