I would be interested in other agencies' definitions of cross-departmental consulting, as it is referred to in the last sentence of A-21 J.8.d.(1).  What type of work could be performed to qualify under this section?  Would it cover the teaching of workshops for a Dept. of Educ. sponsored training program?
