We have a DARPA contract for a joint venture that we are doing with a
foreign government.  We procured a few large pieces of equipment for
this contract and because the University does not own the equipment
without DARPA approval, we requested that this equipment be transferred
to the foreign govenment of the country we are working with.  Rather
than do the transfer themselves,  we received a modification
transferring owership to us.  Hence, we now have to transfer to the
other country.  Anyone have any words of wisdom on this?  The
approximate value is $800k.
