Has anyone submitted to this program or another Bureau of Educational and
Cultural Affairs (U.S. Dept. of State) program in which you had subcontracts
as part of your budget?

If so, how did you format the subcontracts?  Did you include all
institutions in one budget (i.e. all inclusive)?  Or did you show subs on
Prime as one line item then attach a budget in the same format for each sub?
