Wouldn't citing A-21 language be appropriate? -- G.7.a:

"At the time of initial award" is usually determined by the date on the
notice of award, and if that date is after the date on the agreement for
your renegotiated IC rate, then wouldn't your new rate apply (as long as it
is truly a new grant and not a continuation)?

We have recently renegotiated our IC rate upward.  How do you handle new
grants that were submitted under the old (provisional) rate but awarded
under the new rate?  Do you find sponsors sympathetic and willing to
increase the size of the grant to accomodate the increase?  Any special
buzzwords to use when talking to sponsors?
