Nothing is free of EAR/ITAR .. EXCEPT there is the basic research
exclusion. Basic research is, essentially, research that is intended to be
published in the open scientific literature. And almost everything from
these sponsors is expected to be published.
That's a good rule of thumb. Others have much more knowledge than
I. Check the COGR website.
