Having received a number of NIJ grant and even contract awards, I find
this language unusual. I would contact the project officer and/or
grants management officer immediately to ask for clarification and/or
justification. The implications of what they are requiring are
frightening. Even proposing new language to replace approval with
review/comment would probably not work -- they must approve anything
with their logo on it.

Dear Colleagues,
My institution has received a DOJ grant with the following language. Has
anyone had any luck getting DOJ to change the publication approval
requirement and would you share the revised language?
"Recipient must submit all reports and written products resulting from
this award to OJJDP for review and comment prior to publishing. The
grantee must submit to OJJDP for approval any reports or written
products that the grantee will publish using grant funds. Any
publication, report or other written product produced with grant funds
must prominently display the OJJDP logo on the cover page."
