Does anyone know of any guidelines, policies, or mandates covering Graduate
Research Assistant/Student salaries or stipends among the various Federal
agencies?  One of our faculty members wants to know if there are any
minimum, maximum or average salaries listed as a matter of policy of federal
agencies such as NASA, DoD, NSF, NIH and others.  I have done a quick search
of various agency websites and with the exception of NIH, have found
virtually no information.   I tend to think the agencies leave this decision
up to the institutions themselves as a matter of institution policy.

Any ideas?
