to your question about whether FDP terms flow down to non-FDP subrecipients
is no.

Subject: [RESADM-L] FDP and subawards
I am from a non-FDP institution and recently received a NIH Notice of
Grant Award that included under Terms and Conditions "This grant is
awarded under the terms and conditions of the Federal Demonstration
Partnership Phase III." This is the first that this has appeared on one
of our awards. One of the sub grantees on this award is an FDP
institution and I am wondering if this may be why this was included.
Also, if a prime grantee is not an FDP participant and a sub grantee is,
does the sub grantee follow FDP or non-FDP terms and conditions?
