I don't think you are in the minority.  Our rate is based solely on salaries
and wages - no fringe!

I know lots of schools in the same boat.

Our Institution's federally negotiated rate agreement is also based just on
salaries, wages, and fringe
benefits.  I believe that we are in the minority though.
