At this point, it seems to be an HHS requirement only. NIH coordinates the
State Department approvals through the Fogarty Center, which coordinates
with State, which coordinates with the foreign embassy, which coordinates
with any local technical committees before coming back through the chain to
NIH eventually.
We've had quite a lot of experience with these clearances in the last two
years. It's a good idea to identify the geographic area contact at Fogarty
and inquire about the normal time to get the clearance. It varies greatly
by region, with Brazil, India, and Africa taking the longest generally. We
waited over a year for an approval from Brazil. Had to front the subaward
funds from institutional money until the clearance came through.

We have just received an award from NIDA that contains a statement "This
award includes funds to support research activities at an international
site, xxxxxx England. All funds associated with the international research
are restricted pending approval of the U.S. State Department."
Is this a new requirement or restriction, is it limited to HHS, we have not
seen this language before? Can anyone point out an announcement or
regulation pertaining to this issue?
