I have a department who wants us to list an adjunct (non-paid) faculty as PI
on a grant . . . and then subcontract with her REAL employing institution
for salary.  (Reasons are complicated.)

I don't think this is okay . . . but I'm having a hard time pointing to a
policy that prohibits it.  Can someone please help?
