My experience matches that of the other responders.  We had an NSF project that committed to a cost share of, say, $100 -- 50 from the university and 50 from a foreign institution (a government agency).  The foreign institution informed us that they had to reduce the amount that they would share.  We determined that we could still meet the project objectives with their lower cost share.  We still, however, had to formally notify NSF of the reduction and request their approval of the changes -- they granted it without any difficulties.
