Effort commitment on NIH Modular Research Grants

Dear Listers,
We have very few NIH grant applications (and even fewer awards) so I'm a bit
unsure how to handle this:
No employee salaries (except undergrads) are allowed but on form PHS 298
under "personnel" the PI and others are stating percent of effort and what
they will be doing. To me this sounds like cost sharing and should be
tracked and documented to be able to validate that Dr. X did devote xx%
effort to this project. The PI says that this is not expected by the agency.
I don't know enough about the particulars of NIH to push this but as a
general principle it seems that we should document expenditures of this
effort on an exclusive internal account.
