Has anyone had experience with a grant from a Federal agency (or other
agency) for a graduate student to do research, in which the grant covers
stipend and health insurance, but specifically excludes tuition?

If so, how did you cover the tuition costs?

Is it common to do this? Or is it the rule for agencies to cover all
costs, including tuition?
