Situation posed to me by a colleague --  I promised to pose the question and
pass on any advice.   This is a new one for me.

Institution has recently received a grant and the project isn't even yet
underway.   PI has resigned and is not immediately going to an institution
that's eligible to receive the grant, but hopes to be within the next year.
Institution is not sure whether it can implement the project with current
faculty but may be hiring faculty this coming year who would be interested.
Can institution request a "Change of PI" to a senior administrator (place
holder) while "exploring options for implementing the grant" ... thus
keeping open the possibility of transferring to original PI or appointing a
PI who wants to implement project.
