A while ago I found a Common Rule Matrix, which was a Chart with all the
Federal Agencies listed who adhere to the common rule, and which portion of
the Common Rule they adhered to and which they did not.  Specifically, I am
trying to determine which agencies follow the NIH's Recombinant DNA
Guidelines which are mandatory for investigators at institutions receiving
NIH funds for research involving recombinant DNA, and are required to
establish Institutional Biosafety Committees (IBC's).

Can anyone point me to a site?
