I read with interest last week's comments about who has formal procedures
requiring disclosures of COI on all sponsored projects and who doesn't.  I
am curious to know what kinds of monitoring and enforcement issues have
arisen for those schools that have policies.  Does having the policy  and
the disclosure forms in a file change anything about Investigator behavior?
 Is there any mechanism to follow up to ensure the disclosure forms are
accurate and if not what sanctions are implemented?  Do the consequences of
non-compliance outweigh the hassles of telling the truth?  How does anyone
discover what someone's (or their family's) financial interests are if they
choose not to disclose?  Do your policies address conflict of commitment as
well?
