The grant policies of the awarding agency will rule on this issue.
Some agencies allow pre-award costs, for example the NIH-Grants Policy
Manual has language devoted to this issue. The approvals are given on a
per-request basis. It goes without saying that the PI must have been doing
actual work for the project during the time he or she wants to charge to the
grant.

What are other institutions policies about retroactive pre-award
costs? That is, let's say you had an NSF award that had a start date of
6/1/02, and now--on June 27th--the PI comes and says he wants to charge his
May 2002 salary to that grant. What do you do?
