We are a non-medical University. I am looking for information about
procedures for drawing blood and lab safety.

Does the person drawing the blood have to be a technician/phlebotomist?  Is
there a certification/registration/licensing process?

What about lab safety issues like sharps containers, handling of blood in
tubes, handling blood spills?  I heard that OSHA training is required for
all persons who handle blood -- true?

What about storing the blood (whether for minutes or hours)?

Any information you can provide is greatly appreciated!
