We have never had a problem carrying over all unspent funds into a no cost extenion period with either NIH or NSF.  Both of NIH and NSF say that you cannot request a no cost extension or carry over in order to merely spend out the funds.  However, if there are still elements of the approved scope of work left to complete, analyses left to conduct, or articles still to be written, you have effectively met the criteria.

Hello all-
I have a PI who would like a no-cost extension for his NSF grant.  We have
no problem with this, but he's asked how much of his approved budget will be
allowed to carry over into that next year.  I can't find anything in the
current Grant Proposal Guide about carry over, except that the grant should
not be continued merely to spend out the funds.  His project spending had a
slow start due to personnel issues, so the funds weren't spend as expected.
Does anyone know the NSF guidelines regarding budget carry over into the
no-cost extension period?
