Often when a project gets off to a slow start and there are significant
funds remaining at the end of the original award period, it is because
the PROJECT (what he set out to do with the money) is not completed.
That lack of completion, not the existence of remaining money, is the
reason for the extension.  Your university may grant a one-time,
12-month extension simply notifying NSF.  The amount of carryover is not
an issue. Follow GPG for requesting time beyond that first extension,
indicating how much money remains.

Hello all-
I have a PI who would like a no-cost extension for his NSF grant.  We
have no problem with this, but he's asked how much of his approved
budget will be allowed to carry over into that next year.  I can't find
anything in the current Grant Proposal Guide about carry over, except
that the grant should not be continued merely to spend out the funds.
His project spending had a slow start due to personnel issues, so the
funds weren't spend as expected. Does anyone know the NSF guidelines
regarding budget carry over into the no-cost extension period? Thanks,
